I (Vicki Skinner - aka "THE Sarong Goddess") created this blog in 2007 to share DETAILED Finds•Lists•Info•Events•Experiences to help bring more EASE to people living in, visiting or thinking of moving to Costa Rica since DETAILS are NOT easy to find!
I’m NOT an expert (an "expert" 2 ME knows 101%-NOT me). I believe in sharin info•helping where I can! And with over 2,200 entries, so some things might be out of date, so if you find old info PLEASE help each other by getting the updated info & sharing it with me to revise. At least you have some basic info to get you started.

EMAIL ADDRESS to COSEVI - ALL People with a Costa Rican Drivers License MUST NOW Provide their Email Address To COSEVI BY April 26, 2013.

So the courts have now

ALL licensed drivers in Costa Rica MUST now provide the Consejo de Seguridad Vial (COSEVI) – licensing officewith an email address for any and all notifications, in particular for notice of traffic tickets.
AND - RE-SUBMIT it EVERY YEAR!!!

I DON'T HAVE AN EMAIL ADDRESS - WHAT DO I DO?
People who do not have an email account can access the website and request one for FREE at DireccionElectronicaVial@csv.go.cr


WHAT HAPPENS IF I FAIL TO COMPLY:   Nothing LEGALLY will happen - BUT - since there is NO other way TO notify you, those who do not register and receive any violations will have their name posted publicly/be notified of such violations through the publication La Gaceta and if you don't take care of it you will get a BIG surprise if you got photographed at one of the speed traps on the highways or your ticket flew away when it comes time to pay your Marchamo as penalties WILL be added!!!!

According to the COSEVI, all 1.1 million licensed drivers in the country must meet the requirement, that is the completion of a form that was released yesterday by the Ministerio de Obras Públicas y Transportes (MOPT) – Ministry of Public Works and Transport.

The document will record the full name and identification of the driver (passport number, residency or cedula), the phone number, home address and email.



WHAT TO DO WITH COMPLETED FORMS
Once the form is completed, it can be  
HANDED IN at any
Policia de Tránsito station
Riteve (vehicular inspection)
the traffic ticket appeals office
Drivers Licensing Centers
or the
COSEVI offices in La Uruca.



DEADLINE
The deadline for submitting the form is
April 26, 2013.

The form can be downloaded here or at the COSEVI website - www.csv.go.cr (note you MUST put the www. as their webmaster didn't set it up the proper way [SOOOO typical with MANY of the governmental websites in Costa Rica - vs how if it's set up PROPERLY - you ONLY would need the xxx.com/org or whatever]).  Once downloaded you can print it and submit it.

For those who have the “firma digital” (digital signature), they can email to the DireccionElectronicaVial@csv.go.cr.

Although the form is mandatory, the MOPT says drivers who do not provide the information cannot argue they did not receive notification, for they will be deemed automatically notified with the publication in La Gaceta, the official government newsletter.

Carlos Rivas, an official with the COSEVI, recommends if delivery the document in person, to bring a copy and get it stamped or acknowledged, as a back up and proof that it was submitted and on time. (Wise suggestion - as this IS Costa Rica!!)


The requirement to provide the information is established in the new traffic law that went into effective on October 26, 2012.

Article 149 states: “The obligation of drivers and vehicle owners to annually update the email address and, if any changes, notify the COSEVI within ten days after the change occurs.”

According to the COSEVI there are 1.8 million licenses issued to 1.1 million drivers.

Editor’s note: In Costa Rica a driver is issued multiple licenses for the different type of vehicles, ie a license for passenger vehicles, another for motorcycles, buses and heavy trucks.

IMPORTANT IMPORTANT NOTE TO PEOPLE WITH A DRIVERS LICENSE:  
NOW, the ONLY people that can hold a Costa Rica Driver's License are people that have a CURRENT•ACTIVE Cedula
 in good standing (I've I've been told that also means your CAJA is supposed to be current also - BUT - this IS Costa Rica!!). 


WHAT ABOUT PEOPLE WHO'S RESIDENCY IS IN PROCESS?  
As of NOW (it IS Costa Rica) - they can NOT get a driver's license until you HAVE your cedula in your hot little hands!!  Which is NOT good as though once you have your number that your residency is in process (which could EASILY take a year++) and you do NOT have to leave Costa Rica every 90 day, per the LAW - if you are in Costa Rica for more than 90 days you "MUST" be in possession of a COSTA RICA drivers license!!!  So if you don't want to be stopped and given one of the infamous more expensive than in the U.S. tickets - theoretically you MUST LEAVE Costa Rica EVERY 90 DAYS!!!  (do they want to make it easy for people living in Costa Rica or what??)


WHAT ABOUT PEOPLE THAT CURRENTLY HAVE A DRIVERS LICENSE BUT DO NOT HAVE RESIDENCY
Once it expires - basically - Sorry Charlie (though 1 person CLAIMED that they WERE able to renew it - but over 20 have told me they went down to renew & could NOT)
