UNpaid Tickets in Costa Rica? Borders will be CLOSED to you!!!

URGENT!!!

Borders CLOSING to foreigners with UNpaid tickets
!!!

You can NOT LEAVE OR ENTER!!!
(without paying them)

SUMMARY:  Effective any day now, anyone with UNpaid traffic tickets in Costa Rica will NOT be ALLOWED to legally LEAVE Costa Rica, either by land or air - withOUT FIRST PAYING THEM.

Immigration controls will NOT be enforced until 10 days following the ticket•citation*
(which is the amount of time you have to contest violations).

The original rule was you could not ENTER Costa Rica if you had outstanding tickets which doesn't make an ounce of sense to me since where's the incentive to pay it for someone that doesn't feel like they're returning to CR (unless you have an outstanding ticket that  originally happened less than 10 days before you left last time)!

*Be forewarned, as some tickets - like the new speed cameras around the country - do NOT notify you that you broke the law so you PROBABLY will NOT know about it - till it's too late and you're at the airport - attempting to leave (NOTE that there are actually some Speed Traps [where the speed suddenly changes and in an area it does NOT seem logical])!!!
WHERE TO CHECK FOR ANY PENDING TICKETS
(you might want to do this REGULARLY as if you do NOT pay tickets within the 10 days - FEES ARE ADDED to it!!)

COMMENTS and QUESTIONS
You better check somewhere/somehow before you leave the country as you could EASILY have gotten one of those infamous SPEEDING TICKETS that they do NOT notify you about!!!

Chances sound kinda good that this MAY be repealed since Costa Rica has some sort of "Right of Passage" rule in their Constitution and this invalidates everything!!!

Also, I wonder how this will play out as getting a ticket INTO the system can take weeks as can getting a court date!

AND, then how does it effect if you're Tourist Visa Card is due to expire????

Does anyone know how to check this (ideally online)?????
