Have you seen someone treating an animal bad in Costa Rica?

For complaints of abuse, abandoned animals, illegal farms, private sale:

HOW DO I REPORT ANIMAL ABUSE in Costa Rica?
STEP 1:
Form: “DO-PG-002-RE-001 - Guía para la presentación de denuncias(doc)” at:
www.Senasa.go.cr/senasa/sitio/index.php/paginas/view/110

STEP 2:
Email the completed form back to
LLoaiza@senasa.go.cr - Dr. Laura Loaiza
Senasa’s veterinarian that speaks ENGLISH.  She will see that the right SENASA personnel in the different areas around the country will inspect and determine the right steps to take in every situation.

I've heard to ALSO send it to SENASA's CEO -
Ligia Quiros
2-260-8300 ext 2007 • 2-262-0221 • LQuiros@senasa.go.cr

and the Animal Welfare Director
 Iliana Céspedes
 iliana.cespedes@senasa.go.cr

AND
Heidy Arias (8-848-1431 • harias@canal9.cr) or Franklin Chinchilla (8-8928901 • 2-588-5409fchinchilla@canal9.cr)
are journalists from Channel 9 that have a program called "Animal Report".

If it is determined that an animal is being abused and it needs to be removed from its home, it will be sent to a temporary shelter and after some time will be adopted by a new owner.

(NOTE:  SERIOUSLY - you might not want to “take matters into your own hands” as we’ve seen how disputes have been known sometimes to go around here [ending in death of human lives] and your life is not worth that little is it???)
