What does Costa Rica do with people filing Frivolous Lawsuits?

Anyone know what Costa Rica does to people that file Frivolous Lawsuits - especially when the person they're suing has proof/pictures that THEY are right and it's published for the public to see?  Especially none nationals!!!

Does the courts do anything to the attorney???
