Crime in Costa Rica - Criminals let go because of "lack of evidence"?


Ok - Did I hear correctly that the “USS Carr” (a Navy boat operating as a platform for the U.S. Coast Guard) containing evidence of drugs for a court case in Costa Rica were denied the right to dock in Costa Rica - because of a filibuster in the legislature by 2 legislators??

HENCE - the trial was abandoned ("dismissed?") for lack of evidence and the suspects walked?????


They were bringing the drugs back as it was a part of a "situation" where 3 men were arrested after tossing 81 bundles of marijuana into the water as they were fleeing after being tracked by a helicopter off shore of Limon (hmmmm - why did the U.S. keep this evidence???)



So if a "alleged" criminal is "let go" - doesn't that mean the crime is not on the persons record (so if they were held again for another crime - they would have "no priors" - si??) nor on the stats for problems in the area/country??   So how MANY times can one be "let go" with no priors??
