I've asked this question of a bunch of surfers the 9+ years I've traveled to•lived in Costa Rica and searched the internet for this info and here's what I've gathered. This is by NO means the bible on all things surfing in Costa Rica info. It's the opinions on a bunch of local surfers and other surfers I've known that know a LOT about surfing. Hey - Mother Earth does her own thing and things•weather•conditions are always changing so I'm sharin' what I have for now!!

PLAYA HERMOSA
SOUTH of Jaco is one of the BEST - because it's a beautiful black sand beach not too populated and almost always has consistent good waves.
Bejuco
Another good break on a less populated beach with consistent beach break waves (30 min south of Hermosa).
Jaco
MANY people come to Costa Rica and go to Jaco for surfing. WHY ON EARTH I have NO CLUE - unless MAYBE they are beginners as it's quite small and not real nice and MANY consider Jaco the armpit of Costa Rica (BIG TIME issues with crime, prostitutes, gambling, drugs, mafia - BIG TIME PARTY scene. The Pacific Coast is NOT the Caribbean!! It's not a very pretty area!! And Jaco is one of the UGLIEST beach areas in Costa Rica!! See pictures at:

WARNING TO WOMEN WHO'S HUSBANDS ARE COMING TO COSTA RICA WITHOUT THEM!!!! Gals, if you hear your hubby is going to Jaco for some "fishing" - chances are REALLY GOOD it's the girls he's going "fishing for" as this is one of the MAIN "activities" that occurs in this area!!
POSITIVES: With all this said, they DO have some nice restaurants (though definitely more U.S. city prices. Good restaurants are few and far between in Costa Rica - though it's slowly getting better) and it is the closet beach to the nations capital of San Jose and the Central Valley.

Playa Negra (Black Beach)
A right point break with very fast waves, Playa Negra is one of the best breaks in the country. Located 5 km south of Playa Avellanas.
Playa Naranjo
(Witch's Rock [not to be confused with Witch's Rock Surf Camp])
One of the best breaks in the country, with very strong off-shore winds from December to March. This point is located in Santa Rosa National Park. Camping only (no fresh water), 4-WD a MUST!!!
Playa Grande
Beach break, located about 20 minutes north of Tamarindo driving or take a Water Taxi up the estuary (NICE) and get off at Hotel BulaBula (the Great Waltini's is one of the best restaurants I've found in CR though expensive because of the quality - HotelBulaBula.com - tell Todd and Wally that Vicki Connected you!!)
Potrero Grande

A right point break, with very fast and hollow waves. Located 270 kms from San Jose with no road access. You must go to Playa de Coco or Playa Ocotal and proceed from there by rented boat.
Langosta
A right and left point break that comes up fast and curls off the mouth of a a small river, located 1 km south of Tamarindo.
Avellanas
Good beach break, "Guanacasteco" featuring very hollow rights and lefts. Located 10 km south of Tamarindo. About a 20 minute run.
Tamarindo

Here are 2 main points: Pico Pequeño a rocky point in front of the Hotel Tamarindo Diria quick and fast. And El Estero, an excellent river mouth break great for long boarders (MEGA TOURISTY)

RIPTIDES:
IMPORTANT!!!!! ESPECIALLY the Pacific Ocean (and somewhat on the Caribbean side) - she's a mighty angry broad - hence there are LOTS of areas with RipTides (I got caught in one while playing in the waves in Manuel Antonio my first trip to CR and some miraculous angel surfers appeared out of nowhere and “saved” me)!! Even if you learned before what to do in a RipTide, PLEASE do a refresher as MANY people - even strong swimmers - die each MONTH around Costa Rica from Rips
