So if it were ME, I'd steer VERY CLEAR of the border from Thursday to Monday - September 13-17!
I say this because on a weekend the border crossing lines take longer - but on a HOLIDAY weekend - I've seen/heard them being 3-5 HOURS wait in the HOT SUN!!

Customs offices set special schedules for independence celebrations

Independence torch expected to arrive from Nicaragua THIS Thursday - September 13, 2012.
The passing of the traditional independence torch will cause schedule changes at the customs office of Peñas Blancas, on the border with Nicaragua, Wednesday and Thursday.
Costa Rica’s Finance Ministry reported that on Wednesday, Sept. 12, the hours for tourism and cargo transport units will be from 6 a.m.-midnight.
The check points for cargo transport in Costa Rica will begin operating at 6 a.m. in the Guanacaste towns of Limonal, Cañas, Bagaces, Liberia and La Cruz.
On Thursday, Sept. 13, Peñas Blancas facilities will handle only immigration services and vehicles transporting perishable goods.
All transport and immigration services will be restored immediately after the celebrations, when the torch leaves the canton of La Cruz.
On Sept. 15, 1821, Costa Rica and other Central American countries, except Belize, officially declared independence from Spain.
