PROGRAMACION 
Desde 1989 en Costa Rica se realiza de forma bienal el Festival Internacional de las Artes, una fiesta artístico-cultural que toma las calles, avenidas, teatros y escenarios abiertos de la capital costarricense durante 10 días.

Este programa, realizado por el Ministerio de Cultura y Juventud y el Teatro Nacional de Costa Rica tiene como objetivo: “reunir a los mejores artistas nacionales e internacionales para fortalecer y estimular el desarrollo artístico de la comunidad nacional, produciendo un evento de alta calidad y diversidad, promoviendo el intercambio, la fraternidad y la cooperación entre artistas, países, organizaciones civiles, instituciones públicas y empresas privadas”.

En Costa Rica se han realizado doce Festivales Internacionales en los años: 1989, 1990, 1992, 1994, 1996, 1998, 2000, 2002, 2004, 2006, 2008 y 2010, para un total de 13 ediciones, tomando en cuenta el próximo evento 2012.

Los países de América, Europa y Asia que han participado de esta gran fiesta son:

Canadá, Estados Unidos, México, Honduras, Guatemala, El Salvador, Nicaragua, Panamá, Cuba, República Dominicana, Puerto Rico, Colombia, Venezuela, Bolivia, Ecuador, Perú, Paraguay, Uruguay, Argentina, Brasil, Chile, España, Italia, Alemania, Bélgica, Holanda, Noruega, Portugal, Escocia, Inglaterra, Rusia, República Checa, China, Japón, Malasia.


DESCRIPTION
El Festival de las Artes es un programa del Ministerio de Cultura y Juventud (MCJ), y el Teatro Nacional de Costa Rica que tiene como objetivo: “Promover, difundir, fortalecer y promocionar la producción artística costarricense como actividad generadora de desarrollo, a través de la organización de festivales nacionales e internacionales multidisciplinarios”.

Además, busca reunir a los mejores artistas nacionales e internacionales en un mismo evento para fortalecer y estimular el desarrollo artístico, promover el intercambio, la fraternidad y la cooperación entre artistas, países, organizaciones civiles, alcaldías, instituciones públicas y empresas privadas.


FIA y FNA
En el año 1989, se organizó por primera vez el Festival Internacional de Teatro con el nombre “San José por la Paz”. El evento reunió tanto público y tuvo tanta aceptación que el Ministerio de Cultura decidió retomar el proyecto en 1992 como programa permanente con el nombre de “Festival de las Artes”.

Más adelante, en 1995 el Programa decidió realizar la convocatoria para Festival Nacional y Festival internacional por separado y de forma bienal, así lograr alternar no solo las propuestas artísticas si no también los espacios, escenarios y públicos.

Se han realizado doce Festivales Internacionales (FIA) en los años: 1989, 1990, 1992, 1994, 1996, 1998, 2000, 2002, 2004, 2006, 2008 y 2010.

Además diez Festivales Nacionales (FNA): Alajuela 1995, Cartago 1997, Puntarenas 1999, Guanacaste 2001, Limón 2003, Heredia 2005, San Carlos 2007, Región Brunca 2009, Turrialba y Siquirres 2011, Mora y Santa Ana 2013.

Todos los años el Festival de las Artes se designa por decreto ejecutivo como Evento de Interés Cultural Nacional.


Es tiempo del arte
El Festival de las Artes es un evento con enfoque de diversidad artística, por lo que pueden participar grupos de danza moderna, folclórica o popular; música en general; teatro para adultos, juvenil e infantil; y espectáculos de calle. Instalaciones, eventos de intervención de espacios públicos o arquitectónicos. Artes visuales, cine y multimedia.

Para la selección de los grupos el Festival de las Artes propone una programación que tiene que ser avalada por el consejo asesor y posteriormente aprobada por la Junta Directiva del Teatro Nacional. También se recurre a proyectos invitados que son de interés especial por su significado en torno a los objetivos del festival, en este caso es el festival quien envía la invitación a los grupos o los artistas según sea el caso.


Generalidades
El Festival Nacional de las Artes provee a todos los artistas participantes sus honorarios, hospedaje, y el transporte local durante los días de su estadía, publicidad, programas de mano, asistencia técnica, teatro, salas, espacios escénicos y tarimas adecuadas para la presentación. El Festival gestiona aportes, donaciones y convenios, con otras instituciones públicas y su financiamiento extra lo consigue a través de la Fundación Pro Festival de las Artes, o la FTN, involucrando a la empresa privada.

Existe una programación base de teatro, danza y música en espacios abiertos y cerrados. Esta programación es complementada por tres proyectos de vital importancia para el Festival.

El Programa educativo, en el cual se realizan funciones coordinadas con escuelas y colegios. El programa de Talleres, tanto dirigidos a profesionales como a estudiantes de educación superior, impartidos por algunos de los grupos participantes en teatro, música danza plástica y literatura; y el programa del Bulevar de las Artes, iniciativa medular de carácter abierto y popular del Festival.
