The Sale of Alcohol is BANNED in MANY cities around Costa Rica on Holy Thursday and Good Friday (as of 2012 it is up to the individual city/municipality to decide.  See my not on that list for 2103 at

Also, VERY FEW buses run those days.
That WHOLE WEEK MOST things are CLOSED as most people seem to go to the beach areas or Arenal.  
MUCH of the government closes down for that week so if you need to do anything with them - try to do it at LEAST a week in advance as I'll bet - like throughout the world - many workers will be in "Vacation Brain" mode at LEAST days ahead.
Speaking of beaches - they're INSANE - sometimes with people camping on the beach, LOTS of buses parked all over, some places have outhouses on the beach - so of course restaurants will have LONG lines!!  Most hotels are booked WEEKS in advance and MOST jack their prices up 2-3 times.
Also - do NOT even DREAM of crossing the Costa Rica - Nicaragua border from about that Friday before - March 22 - to that Monday after - April 1 - because those lines at BOTH Immigration Offices can be 3-5+ hours LONG!!!)

WARNING!!! MAJOR Road Repair on Ruta 32 - starts January 2, 2013

(ahhhh - only in Costa Rica would they START MAJOR Road Repair - that's expected to take 3 months [who wants to be 8 months???] - in the MIDDLE of THE BUSIEST WEEK of the YEAR for tourists going to the Beach!!!!  [though now that I think of it, I'll bet they don't have as many trucks traveling between the Port of Limon and San Jose so MAYBE that was the logic on this one])

MAJOR road repair project will begin this Wednesday

The national road agency said contractors will begin replacing the asphalt with concrete on Ruta 32 north of San José Wednesday.

This is a 2.6 billion colon ($5.2 million) job that will take 3 months. The work area is from the heavily traveled intersection near the offices of La República, the financial newspaper, to the bridge over the Río Virilla.

The Ministerio de Obras Públicas y Transportes and its Consejo Nacional de Vialidad are encouraging motorists to use alternate routes.

The job will be in six stages and covers more than five kilometers. The four lanes of the highway are involved.

Some 60,000 vehicles a day travel this stretch, and the ministry said that workmen will be on the job 24 hours a day.

For most of the time only one lane will be open in each direction.

This is the major route from San José to points north and to Limón and the Caribbean coast.

EARTHQUAKES in Costa Rica in 2012 - DOUBLE the amount!!!

In this year, 2012, Costa Rica experienced double the normal amount of earthquakes.

The Observatorio Vulcanológico y Sismológico de Costa Rica said that there were 11,049 quakes detected this year compared with 5,483 in 2011 and 6,245 in 2010.

And the scientists said that there were 115 events that were characterized as felt earthquakes.

The Observatorio said these are quakes greater than 2.0 magnitude.

In addition, the Observatorio, which is an agency of the Universidad Nacional in Heredia, said that the Sept. 5 quake at Sámara this year was the second most powerful one in Costa Rica's history. The quake registered a magnitude of 7.6. That is surpassed only by the 1950 Nicoya quake that had a
7.8 magnitude, said the Observatorio. Other quakes  did more damage and took more lives, but simply in magnitude, these are the two greatest.

The effects of the Sept. 5 quake can be seen clearly in the number of felt quakes by month. Typically there are from five to seven such quakes a month. But in September there were 28 felt quakes, and in October there were 20, said the Observatorio. November saw 21, but the number dropped to six in December, according to the report.

In fact, there have been slightly more quakes because the Observatorio report was prepared by Floribeth Vega Solano and Victor González Salas on Dec. 10, and it predates quakes since then. There were nine felt quakes from Friday through Sunday, for example.

The bulk of the felt quakes were along the Pacific coast and in the central mountains. Most are the result of subduction of the Coco tectonic plate under the lighter Caribbean plate on which Costa Rica rides.

I'm Seeking a Temporary or Short-Term Room to Rent - Jan. 2+



(WARNING!!  I'm a Hugger!!! [IF it's ok with you!])

Do you have a ROOM to RENT
(ideally in Escazu or nearby - BUT - if it were a special place - I might entertain that!) - starting THIS Wednesday - January 2??

I'm seeking something more Temporary or Short-Term - VERY inexpensive - OR - even better - a trade or partial trade for helping with your Pets (I give LOTS of love and attention and GREAT Massages to pets!!), Ad Space on my LivingLifeInCostaRica.blogspot.com blog that usually comes up on the first 2 pages in Google Searches and gets over 34,000 Page Views a month, help with Marketing, Promotions, Facebook Marketing, Vacation Rental Property Marketing, Consulting for Newbies (I have LOTS of contacts/Information sites on Escazu!!)??


I've been booked up pretty solid Pet and House Sitting - LoveYourPetHouseSitting.com since Jan. 15, '11 but my slow season tends to be around January-May-ish

I have a GORGEOUS "base" home of a friend that I stay•trade with (for helping with her pets and free Pet Sitting while she's away)
so I'm considering a few options as I'm still LOVING the Pet and House Sitting (after 5 years running a guest house and literally selling just about everything - this lighter•minimalist life is AWESOME!!) - yet - this is a time of year these services aren't needed as much and sometimes I need a break - so I'm considering a few options for in between my gigs.

I am open to short-term or month-to-month (and when I no longer have a need, I will help you find someone else [something I'm REALLY GOOD at!!!]).  Or maybe a day-to-day rental?

There may be times I'm gone for weeks and when I'm there, I'm around all the time but I pretty much spend it out of the way on my laptop working on my blog (my PASSION/baby!!)!

I LOVE being around Positive People and/or people into Self Empowerment and am especially considerate of Common Spaces.

I also need to store 3 suitcases and a few bags that don't go with me (they can be out of the way in the garage or somewhere safe).

I MUST have either good WiFi or good signal for a Kolbi Datacard, good Cell connection, Furnished, HOT Shower, Tranquil Setting ultimately, NO Mold issues, close to a bus line. 
 

NO smokers/drunks/druggies.

As of October 2012, Costa Rica finally has joined the ranks of many other countries in creating some tight Anti-Smoking laws (YEAHHH!!!)!!!!

THE ANTI-SMOKING LAW

WHAT IS BANNED?
Smoking in public of products containing Nicotiana Tabacum - aka Cultivated Tobacco.



WHAT AREAS ARE BANNED:
 Smoking of ALL tobacco products are now banned in ALL public places* - including bars, cafes, restaurants, clubs, the workplace, bus stops, festivals, taxis, taxi stands, elevators, trains, ATM's, shopping centers and hotel common grounds.

Special "Smoking areas" designated exclusively for smokers are illegal.
 (I don't get not allowing smoking exclusive areas - especially if employees like waiters don't have to go there)

Also it's illegal to sell less than 1 pack of cigarettes
(????  Was this rule made TO get people to buy a WHOLE pack of cigarettes vs just get a 1-2 cigarette fix???  Now THIS seems to defeat the purpose if the reason they're doing this is to help people with their healt

I'm sure it will cut back for many people, but might many of them just take it home & inflict it on their children/family - especially if they haven't learned to deal with life's stresses in a healthier way?  Does not sound very "family values/friendly" to me.)


(I'm impressed by much of these things & I am an avid anti-smoker [hey - if you want to kill yourself - go ahead but don't expect me to be there saying "Poor baby"] but some of this seems like it will cut back for many people, but might many of them just take it home & inflict it on their children/family - especially if they haven't learned to deal with life's stresses in a healthier way?  Does it sound very "family values/friendly" to you??)

OTHER PARTS OF THE LAW
It looks like it also bans selling individual cigarettes or anything less than a full pack•cajetilla that has 20 cigarettes
(the fine for someone selling anything less is 36,000-colones/$72ish!)

Cigarette packs and advertising displays MUST display text and a nasty photo with the warning on the dangers of smoking on at least 50% of the box.
(I LOVE this as it was in the '60's when the U.S. Surgeon General came out with this law that got my mom to quit smoking - saying she had no right to tell us not to smoke if she was doing it!!  CONSCIOUS Parenting!!!)

Advertising on billboards, events and promotions now have some sort of regulations but I have not found yet what that means.


TAX INCREASE
Taxes increased 20-colones/.04¢-ish per cigarette


WHERE DOES THE TAX MONEY GO?:
60% goes towards Social Security System to treat tobacco-related illnesses and create programs to help smokers quit!

Sadly, there seem to be MANY places around Costa Rica selling fake cigars - especially Cubans!!  I hear the biggest proliferation seemed to be 5-packs of Montecristo #4's, plus Cohibas and Romeo Y Julitas as well.
These are OFTEN found in Tourist and Souvenir shops.

THE U.S. LAW
Cuban Assets Control Regulations, 31 C.F.R. Part 515, (Revised September 30, 2004) are administered and enforced by the Office of Foreign Assets Control. Criminal penalties for violation of the Regulations can go as high as $1 million for corporations, and
$250,000 for individuals + up to 10 years in prison
In addition, 
Civil penalties of up to $65,000 per violation can be imposed by OFAC.

Nicaragua: Policing model ensures public safety

(Every time I go to Nicaragua [every 90 days on my Visa Runs] I have said I ALWAYS felt WAY safer which is a VERY DIFFERENT feeling than I initially was told before going - when I SWORE I'd NEVER got o Nicaragua because SOOOO MANY people had told me how UN-Safe it was [MANY MANY had also told me the border crossing would take 3-4 hours - which it can - IF you're not being Conscious on WHEN you go but I've learned how to work with that and it take just 30 minutes sometime!!!].  It would be GREAT if Costa Rica would implement some of these practices!!!)

Nicaragua: Policing model ensures public safety
Community outreach is the key to reducing violence in the Central American country.

MANAGUA, Nicaragua – Nicaragua’s police force has a strong ally: the community.

Nicaragua’s efficiency in fighting crime is well known in the region. The country has reduced its per capita crime rate, including its homicide rate to 12.5 for every 100,000 residents, the second-lowest rate in Central America behind Costa Rica (10.9), according to the United Nations report “Transnational Organized Crime in Central America and the Caribbean: A Threat Assessment.”

It’s an important achievement considering the homicide rates in Honduras (92), El Salvador (69) and Guatemala (39) are much higher.

Nicaragua is home to 3.7% of all the homicides in the region, far behind Honduras (29%), Guatemala (27.7%) and El Salvador (18.6%), according to the United Nations Development Program (UNDP).

In 2009, Nicaragua had 14 homicides for every 100,000 inhabitants, according to the UNDP.

Nicaragua has 13,000 police officers for a population of about 5.8 million, distributed throughout a territory of 130,370 square kilometers (50,336 square miles), equaling 224 police officers for every 100,000 inhabitants.

“This is a reality that is slowly changing because each year marks the graduation of 1,500 new police officers whose work will focus on the implementation and reproduction of the ‘preventive, proactive and community’ policing model, which is the institution’s main strength,” said Maj. Commissioner Javier Dávila, the director of the Walter Mendoza Police Academy.

In addition to the 1,500 officers who will join the Nicaraguan police force at the end of 2012, the country will also reintroduce 200 at-risk adolescents between the ages of 16 and 21 into society, keeping them away from gangs and criminal organizations.

These young people have been prepared to re-enter society by the Juventud center, an educational and training institution for at-risk youth managed by the Nicaraguan police. It provides job training in fields such as baking, tailoring, mechanics, beauty, crafts and electrician services, as well as high school equivalency courses.

Upon graduating from the Juventud center, they work as monitors for other at-risk youth, along with 10,000 young volunteers.

Nicaragua’s policing model, which was adopted in 1979, was born at the end of the dictatorship of Anastasio Somoza (1967-1979) and the disappearance of the National Guard, which had exercised the powers of both a police force and army.

Since then, the police have formulated a strategy of community-based crime prevention that is divided into three subsystems: police, society and state.

Francisco Díaz, the deputy director of the National Police, said crime is more of a social issue than a police issue, adding the actions of individual officers are not enough to improve public safety.

“The police work must be complemented with the two other major components: social prevention and the state,” he said. “Cracking down on society isn’t the answer. The key is enhancing the social fabric of communities, and that’s our focus.”

Díaz said the strong bond among the National Police, community and public and private institutions is responsible for the reduction in crime.

Currently, there are about 111,000 volunteers throughout the country who work with the National Police through the Promotoría Solidaria (Solidarity Action) initiative. This includes 25,000 members of the Committee for the Social Prevention of Crime, who inform the police about suspicious activities in their communities and also act as social educators.

In addition, 76,000 take part in Citizen Power Cabinets, citizen organizations that promote the participation of society in community development issues, such as sports and entertainment activities for young people, community health and clean-up days.

In rural areas, 1,300 members of the District Committees, 14,000 volunteer police officers and 4,000 volunteers who work to prevent domestic violence support the police.

“This community action plan has given strength and security to young people,” said Inés Espinoza, a 50-year-old community leader with 12 years of experience in the field. “When they are safe and secure, they have more opportunities to achieve their goals, such as getting an education.”

Nicaraguans rank the National Police as the third-most-trusted institution in the country, with the approval of 73.2% of the respondents, trailing behind the Army (86.1%) and media (75.4%), according to the latest survey by M&R Consultores.

“The success of this model is a responsibility shared by all Nicaraguan families, the entire country and its institutions. The credit does not belong to National Police alone, but to the entire system,” Díaz said. “That’s why we’ve achieved these results, and we have to continue strengthening this model based on individuals, families and communities.”

A BOYCOTT Travel To USA Campaign

I'm over this USA, how many more innocent lives have to suffer. No way I will travel to USA until there has been some gun regulations in place. Pass this on to support boycott travel to USA to get message through. A Facebook group called:

How can the U.S. explain to foreign visitors wanting to spend money in their country why assault guns are available for every US citizen to purchase? A European Facebook user had enough and speaks out.

It almost sounded like a nightmare message for Christmas, when the United States’ top gun lobby has said that the country needs more weapons and has called on the authorities to place armed guards in all US schools, just like they do in Israel.

On Sunday, National Rifle Association (NRA) chief executive Wayne LaPierre said that Israel should be a model for the US in its efforts to deal with school violence.

“Israel had a whole lot of school shootings until they did one thing: They said, ‘We’re going to stop it,’ and they put armed security in every school, and they have not had a problem since then,” LaPierre stated.

After a period of silence, the NRA responded to the recent massacre at a Connecticut elementary school by resisting calls for tighter gun control and saying the answer is more guns not less.

On December 14, 20 children and 6 adult victims were fatally shot by a gunman -- who later killed himself -- at the Sandy Hook Elementary School in the town of Newtown in the US state of Connecticut. Earlier in the day, the assailant killed his mother in another location.

There have been reports that the 20-year-old killer, Adam Lanza, suffered from a personality disorder, was on the antidepressant Prozac, and was fond of first-person shooter games.

Every year, more than 30,000 people are shot and killed in the United States.

The US averages 87 gun deaths each day as a function of gun violence, with an average of 183 injured, according to the University of Chicago Crime Lab and the Centers for Disease Control.

The year 2012 has been a record-setting year for gun sales in the US.

About 4.5 million firearms are sold annually in the United States at a cost of 2 to 3 billion dollars.

On Monday, an Israeli official said what goes on in the US is totally unrelated to Israeli gun laws.

The director of the Israeli Legal Action Center said the US National Rifle Association would strongly oppose anything similar to Israel’s gun laws. Jonathan Lowy said Israel has far more restrictions on firearms and military-style weapons than the US has ever had.

He added that the NRA is simply making up their own fact

Suppose a crook takes your wallet or purse but not your mobile device?

Or maybe you have suspicions about that waiter in the local restaurant.

In both cases, the security ministry has an Android application for you.

The application is designed to prevent crimes, said the ministry. In conjunction with the Instituto Costarricense de Electricidad and the Gobierno Digital program, the application is available via Google.

The software has several functions. First, it offers advice for citizens to take to protect themselves under different scenarios, said the ministry, correctly called the Ministerio de Gobernación, Policía y Seguridad Pública.

But the device also provides a way to report a crime in real time. Assuming the crook has not taken the mobile device, a user can register and then file a report to the local police.

The ministry did not say if this would take the place of a formal crime report to the Judicial Investigating Organization.

The program also provides access to a data base of most wanted individuals where you can check out that suspicious waiter.

The application is only available for Android devices, and the user has to have or create a Gmail account with Google for it to function.
