General Laws of Migration No. 8764,
establishes the function of the Directorate General of Immigration,
ordered the execution of control of migration, based on human rights.
At the same time, Article 5 of the
Act establishes the obligation of the executive branch, the issuance of
national immigration policy, and the regulation of migration flows that
support the social, economic and cultural development, in accordance
with the ensuring public safety and social integration and legal
security of foreigners legally residing in Costa Rican territory.

ENTRY
To enter Costa Rica all non-residents MUST submit the following:
- Prove their nationality by presenting their passport.
- Passport or travel document accepted by the Department of Immigration, with a minimum of 3 months for nationals of the countries located in the first and second set of income guidelines and 6 months for which are the third and fourth group of these guidelines. (this translates to if you have a U.S. or Canadian Passport - it MUST NOT expire within the next 6 months)
- Pre-Approved Visa, if required.
- Check your solvency. Proof of $100 per month ($300) for each month you're allowed to stay in the country.
- Bring ticket, ticket or return ticket
or travel then, being a commercial transportation, whether it is a
private air transportation, bus must be submitted with proof of your ticket or if by boat, a marine
environment navigation plan.
- No impediment having to enter the country
(NO Denuncios•lawsuits•warrants•Vehicle Tickets against you).
- Legal residents in Costa Rica must present their certificate of residence (of if pending - a copy of your Comprobante Expediente).
(MANY people are saying they're requiring your CAJA to be paid up. Some people have reported NOT being allowed to RE-enter Costa Rica till their CAJA was paid up which they had to have a friend run and do for them while they waited!! Hope if this happens to you it does not happen on the weekend!!)
REJECTION
Rejection
is an action by which the immigration authorities denied her a
foreigner entering the country and ordered his immediate transfer to the
country of origin or provenance, or a third country that supports it.
Rejection can occur when the foreign person:
- Has not meet the entry requirements required by law.
- Present any impediment to entry.
- Is caught trying to evade immigration control or paid by a non-enabled.
