When applying for RESIDENCY in Costa Rica, Costa Rica REQUIRES that you register with your Embassy
For American's, it's called - STEP - the Smart Traveler Enrollment Program
What they HAD been also requiring was for you to have that
PROOF OF CONSULAR REGISTRATION
Translated AND Notarized by the U.S. Embassy
BUT - NOT ANY MORE!!!
WHAT DO THEY NOW REQUIRE?
ALL you need to do is Register with STEP
https://step.state.gov/step
then JUST print out a copy of the registration and bring it with you!!
NO Translation!!! NO Notarization!!!!
That's a $50 SAVINGS (actually it's more of a savings as it costs to translate it as well)!!!!
IF someone gives you a hard time•tells you otherwise,
contact
American Citizen Services at ACSSanJose@State.gov
and they will assist you!
(per one of my resources in the American Citizen Services at the U.S. Embassy November - 2013!)

NOTARIZED DOCUMENT FROM YOUR EMBASSY
You NO LONGER NEED to have your proof (a Notarized statement) that you’ve registered with your consulate as they are now able to access that verification online (but MAKE SURE YOU HAVE REGISTERED WITH THEM BEFORE SUBMITTING ALL YOUR PAPERS!)
